PAIA manual

How to ask Detour for a record, under the Promotion of Access to Information Act, 2 of 2000.

Effective October 23, 2026

The Information Regulator publishes the prescribed request form and the current fee schedule. Those are the authoritative versions and take precedence over anything in this manual.

Detour Capital is a short-term payday loan from Pronto Loans, a registered credit provider (NCRCP 10240). Read Pronto Loans' terms and conditions.

This manual is published by Detour Holdings t/a Detour Limited (Pty) Ltd, registration number 2025/819492/07, of Inospace - Olympia Works, 13 Olympia Street, Eastgate, Sandton, 2090 ("Detour"), in terms of section 51 of the Promotion of Access to Information Act, 2 of 2000 ("PAIA").

PAIA gives you a right of access to records held by a private body where that record is required to exercise or protect a right. This manual says what records we hold, who to ask, and what happens next.

The Information Officer is responsible for deciding a request under PAIA and for this manual. Write to the address above rather than to support, so a request is logged as a PAIA request from the moment it arrives.

The information regulator

The Information Regulator (South Africa) oversees PAIA and the Protection of Personal Information Act. You may complain to the Regulator about how we handled a request.

What records we hold

Detour holds records in the following categories. Listing a category does not mean every record in it will be released: a request is decided against PAIA's grounds for refusal.

  • Company records: registration documents, the memorandum of incorporation, minutes, share register and statutory registers.
  • Financial records: management accounts, annual financial statements, tax records, bank records.
  • Driver records: applications, identity and licence documents, agreements, earnings and deduction records, Detour Capital requests and repayments, fuel balances, support correspondence.
  • Vehicle owner records: listings, vehicle documents, insurance schedules, banking confirmations, payment records, agreements.
  • Vehicle records: registration and licensing, service and inspection records, tracking records, insurance and claims.
  • Employment records: contracts, payroll, leave and disciplinary records.
  • Partner and supplier records: agreements, invoices and correspondence.
  • Technology records: system logs, access records and security records.

How to make a request

  1. Complete the prescribed PAIA request form, available from the Information Regulator.
  2. Send it to the Information Officer at the address above.
  3. Say which record you want, in enough detail for us to find it.
  4. Say which right you are exercising or protecting, and how the record helps you do that. PAIA requires this and we cannot decide a request without it.
  5. Say how you would like the record, and give us an address, an email address or a phone number.
  6. Pay the prescribed request fee, where one applies.

We will decide within 30 days of receiving a complete request, and tell you in writing. That period may be extended in the circumstances PAIA allows, and we will tell you if it is.

Fees

PAIA prescribes a request fee and an access fee for reproduction and search time. The current amounts are set by regulation and published by the Information Regulator, and we charge no more than the prescribed amount.

A request for your own personal information carries no request fee.

When we may refuse

PAIA requires or allows a refusal in a number of cases, including where releasing the record would unreasonably disclose somebody else's personal information, breach a duty of confidence, harm somebody's commercial interests, prejudice somebody's safety, or disclose privileged legal advice.

If we refuse, we will say so in writing, say which provision we relied on, and tell you how to take it further, whether internally with us, with the Information Regulator, or in court.

Your personal information

Access to your own personal information, correcting it and asking us to delete it, is covered by our Privacy Policy. You do not need a PAIA request to ask us for your own information; write to the address above.
